The Consolidated Annual Performance and Evaluation Report (CAPER) includes Narrative Responses to CAPER questions that CDBG, HOME, HOPWA, and ESG grantees must respond to each year in order to be compliant with the U.S. Department of Housing and Urban Development (HUD) Consolidated Planning Regulations.
