In accordance with the regulations of the United States Department of Transportation (USDOT),
49 CFR Part 26, the City of Jackson/Office of Transportation has created a Disadvantaged
Business Enterprise (DBE) Program. It is the policy of the City of Jackson/Office of
Transportation to create a level playing field on which DBEs can complete fairly for USDOT
assisted contracts, as defined in Part 26. In accordance to the required process and the latest
Census Data, the City of Jackson/Office of Transportation proposes an annual overall DBE
participation goal of 3.45%. The City of Jackson/Office of Transportation will also impose
project goals where applicable. The proposed overall goal and its rationale are available for
inspection from 8 am to 5 pm, Monday through Friday, in the Office of Transportation for 45
days following the date of publication of this notice. Comments on the proposed annual goal
will be accepted by the City of Jackson/Office of Transportation and USDOT’s Federal
Transportation Administration (FTA) Division for 45 days from the date of publication of this
